The flashing kit is the whole job
Velux make a different kit for each covering, and the wrong one is the commonest reason a roof window leaks. EDW suits profiled tiles up to 120mm — most concrete and clay interlocking roofs. EDL is the low-profile kit for slate and plain tile. EDN recesses the window into the roof plane for a flush line, which suits a conversion where a proud window would look wrong from the lane. On the older roofs round here the covering is often handmade clay with a real camber, and no standard kit sits properly against it. That is hand-dressed lead, not a kit out of a box.

Condensation, and where permission bites out here
Most reported roof window leaks are condensation. Warm room air meets a cold frame and runs down the reveal. The cure is in the fitting — an insulated collar packed round the frame, a vapour barrier taped to it, and a reveal square at the head and splayed at the sill so air washes over the glass.
On planning, roof windows are permitted development on most houses provided they project no more than 150mm beyond the roof plane and sit below the ridge.
